However, Senate Agriculture Committee Chairman John Boozman says one major challenge remains: many lawmakers are still trying to understand what the legislation actually does.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to a report from Punchbowl News, senators gathered on June 18 to discuss the next phase of negotiations on the bill. Since much of the proposed legislation falls under the Senate Agriculture Committee&#8217;s authority, the committee is playing a key role in moving the proposal toward a full Senate vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking after the meeting, Boozman said discussions are continuing to move forward. At the same time, he acknowledged that many senators are not yet fully familiar with the bill&#8217;s details. He explained that this lack of understanding is making it more difficult for supporters to build enough momentum for the legislation.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Industry Sees More Agreement Than Public Debate Suggests<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Although Boozman highlighted the knowledge gap among lawmakers, industry experts believe there is already broad agreement on many of the bill&#8217;s key provisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">David Nage, Managing Director and Portfolio Manager at Arca, recently said conversations with Senate offices suggest lawmakers and crypto industry participants are approximately 80% to 85% aligned on the core components of the CLARITY Act.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">According to Nage, stablecoin yield provisions are no longer among the biggest sticking points, despite ongoing criticism from JPMorgan CEO Jamie Dimon. Instead, negotiations have shifted toward ethics rules and conflict-of-interest standards for government officials involved in cryptocurrency-related activities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Nage believes lawmakers generally agree that ethics safeguards are necessary. The remaining discussions are focused on how those rules should be enforced rather than whether they should exist at all.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under his base-case outlook, Congress could finalize the ethics language and reconcile competing proposals over the coming weeks. If that happens, the bill could reach the Senate floor after lawmakers return from recess on July 13.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\">Timeline for Approval Still Uncertain<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">While optimism surrounding the legislation continues to grow, there is still no clear agreement on when the Senate will vote.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Senator Bill Hagerty recently told FOX Business that he hopes Congress can pass the legislation before the July 4 recess. He argued that establishing clear regulations would encourage digital asset companies to expand within the United States instead of moving business overseas.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">White House crypto advisor Patrick Witt has also expressed confidence that lawmakers could approve the bill before Independence Day.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">However, not everyone expects the process to move that quickly. Senator Cynthia Lummis believes a Senate floor vote before the August recess is more realistic than passing the legislation before July 4.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Lummis also noted that the proposal includes $150 million in funding to help combat illicit cryptocurrency activity. Supporters say the CLARITY Act would clearly define the regulatory responsibilities of the Securities and Exchange Commission (SEC) and the Commodity Futures Trading Commission (CFTC), while establishing compliance standards for digital asset businesses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Wyoming senator has warned that if Congress fails to pass market structure legislation during the current legislative window, meaningful progress on crypto regulation could be delayed until 2030.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">As negotiations continue, lawmakers appear to be narrowing their differences.
